Council Rules


Rule 1 – Motions

Motions for the Council may be submitted at any time by recognised specialist Gloster organisations through their duly appointed country Council Representative. Motions intended for consideration at the Annual General Meeting must be submitted no later than one calendar month prior to the next GFCCI AGM. Such motions may be dealt with electronically where appropriate or formally referred to the AGM for discussion and decision.


Rule 2 – GFCCI Judges Panel

A panel of judges recommended by the GFCCI shall be reviewed and updated annually. Only judges who qualify and fully meet the framework criteria established by the GFCCI may apply for inclusion on the panel, and all applications must be submitted through the applicant’s duly appointed country Council Representative.


Rule 3 – Panel Judge Status

To be eligible for inclusion on the GFCCI Judges Panel, an applicant must meet the qualification and competency criteria set out in the GFCCI Judges Framework, as approved by the Council. Eligibility shall include, but shall not be limited to, demonstrable experience as a breeder and exhibitor of the Gloster Fancy Canary.
All applications for panel judge status must be submitted through the applicant’s duly appointed country Council Representative and shall be subject to review and approval by the GFCCI in accordance with its established procedures.


Rule 4.

A GFCCI Panel Judge who is exhibiting at a show may not judge at the same show.


Rule 5 – Returning Judges

When a Panel Judge leaves the fancy through illness or other circumstances, and subsequently returns, they must complete a mandatory two-year period as a breeder and exhibitor before reapplying through an affiliated specialist club.


Rule 6 – Partnerships

A partnership shall consist of two persons, irrespective of addresses or country of residence.


Rule 7 – Judge Contracts

A contract made between a judge and a promoting society shall remain the responsibility of both parties, irrespective of country. Any disputes shall remain the responsibility of the promoting society.


Rule 8 – Striking Off Judges

Disciplinary action against a Panel Judge shall remain the responsibility of the recogn society concerned, with written notification to be forwarded to the Council Secretary through the realitive Councillor. The Council may only remove a judge from the Panel where the judge is determined to be an inactive Gloster breeder or in breache of the GFCCI regulations framework.


Rule 9 – Late Submission

All judges must abide by the Classification details as laid down by the Council. i.e. Where birds are shown in the wrong class the cage label should be marked wrong classed (WC).


Rule 10

A Fancier is allowed to remain in the Novice Section for a period of five years in total from first joining any Gloster Specialist Society. After five years, the member is obliged to move up to Champion status. A Novice may exhibit in any Gloster Classes without affecting his or her status if no Novice classes are provided. The entry form should be marked “Novice“.
Members of the same family residing in the same household shall show under the highest status. (This does not apply to a Junior).

Once a Champion, always a Champion.

Junior membership is from the age of eight to sixteen years. They are then obliged to move up to novice status.


Rule 11

Show cages to be of a standard specification, with perches placed at a distance of three wires on either side of the centre hole.

- Perches to be level. Perches to be 13mm x 15mm (1/2 x 3/8) top chamfered edges.
- The hole on top of the cage to be kidney-shaped.
- Door diameter 82mm (3 ½ in)
- Floor covering to be seed.
- Door hinge top or side is optional.
- Standard show cage size for Gloster Canary:- Length 350mm (12 in).
- Width 120mm (4 ¾ in). Height 255mm (10 in).
- Drinkers to be all black, inside and out, with wire hooks.
- Cage labels to be attached to the left-hand side of the front rail.
- Exterior paint to be gloss black.
- Interior paint colour, Green, Code on the mixing chart, Dulux Granada Green 3


Rule 12

The Gloster minimum classification is 25 Champion Classes and 25 novice Classes. Copies of the classification can be obtained from the Council Secretary.


Rule 13

The model block and/or pictorial model of the Corona and Consort Birds, (the standard of excellence) shall remain in force for a period of ten (10) years and shall not be amended, replaced, or revoked during this period, except by a unanimous resolution of the Council members.
A copy of the print shall be available from the Council Secretary or downloadable online.


Rule 14

While postal and electronic voting on Specialist Clubs’ proposals will be encouraged, Postal voting at Council Meetings will not be accepted.


Rule 15

Rules made at the Council to stand for 3 years, with the exception of honorariums to the Officers of the Council.
